Philippines Warmly Welcomes International Travelers to its Borders

The Inter-Agency Task Force (IATF) recently released resolutions (IATF Resolution no. 142 & 143) which became effective last October 8 and October 14, 2021 respectively, with regard to testing and quarantine protocols for international passengers arriving from other countries categorized under the YELLOW LIST and GREEN LIST (IATF Resolution no. 141-B), in all the ports of entry of the Philippines.  
 

This is indeed a happy news to Foreign and Filipino nationals alike, who are planning to spend their holidays in the country’s tropical paradise, or those who want to experience the celebration dubbed as the longest Christmas Season in the world.




 

Below are the highlights of the said government releases.
Green and Yellow ListGreen Lane Countries

The latest resolution of IATF (Resolution no. 143), applies to travelers from countries categorized under the GREEN LIST.   For fully-vaccinated foreign nationals and Returning Filipinos who will be able to present a negative Reverse Transcription Polymerase Chain Reaction (RT-PCR) test taken within 72 hrs prior to departure from the country of origin, you will not be required to undergo a facility-based quarantine upon arrival in the Philippines at all. Of course, travelers are still encouraged to self-monitor for any symptoms until the 14th day, counting from the date of arrival. 
 

On the other hand, for those who are not qualified in the above-mentioned category (i.e., those unvaccinated, partially vaccinated, or individuals whose vaccination status cannot be independently validated, and those vaccinated but failed to comply with the above test-before-travel requirements), a facility-based quarantine will still be required until the release of their negative RT-PCR test which shall be administered on the 5th day from their arrival. Foreign nationals are thus, also required to secure hotel reservations for at least 6 days. 
 

For those traveling with minors, the fully vaccinated parent/guardian is required to accompany the child for the full term of the facility-based quarantine period corresponding to the minor’s vaccination status.

Yellow List Countries

The earlier IATF resolution (Resolution no. 142) still applies to fully vaccinated travelers from countries categorized under the YELLOW LIST. For fully vaccinated travelers, upon their arrival in the Philippines, they are required to stay on a facility-based quarantine until such time that they obtain a negative result from the RT-PCR test to be administered on their 5th day.  Note that foreign nationals, they are also required to secure their own pre-booked accommodation of at least 6 days. Afterward, they shall complete home quarantine for 10 days, counted from the day of their arrival.
 

On the other hand, for those unvaccinated, partially vaccinated and travelers whose vaccination status cannot be independently confirmed to be authentic, they will need to undergo facility-based quarantine until they obtain a negative result from the RT-PCR test which will be administered on their seventh day. Foreign nationals are thus, also required to secure own pre-booked accommodation of at least 8 days. Afterwhich, they should complete a 14 days of home quarantine, counted from the day of arrival in the Philippines.

WHO ARE CONSIDERED AS “FULLY-VACCINATED” AND WHAT ARE THE PROOFS ACCEPTED?

An individual shall be considered as “fully-vaccinated”, 2 weeks after receiving his / her second dose or his / her single-dose vaccination, with any of the vaccines included in the Emergency Use Authorization List or Compassionate Special Permit issued by the Philippine Food and Drug Administration, or any vaccines indicated in the Emergency Use Listing of the World Health Organization. 
 

For the purpose of verification of the vaccination status of individuals, travelers should present any of the following acceptable documents.
 

For Overseas Filipino Workers (OFWs) and their spouse, parent/s, and/or children traveling with them vaccinated in the Philippines or abroad, for non-OFWs vaccinated in the country or abroad, and for foreigners vaccinated in the Philippines - either their VaxCertPH digital vaccination certificate, Bureau of Quarantine/World Health Organization-issued International Certificate of Vaccination or Prophylaxis (ICV), or the national digital certificate of the foreign government where they were vaccinated, whichever is available, will suffice as proof.
 

For foreigner nationals vaccinated abroad, a WHO-issued ICV, or the national digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement will be required.
